A Balanced Human Resource Evaluation Model for Iran's Public Sector Using Thematic Analysis

If we cannot evaluate a subject, we cannot improve it or manage it efficiently. In fact, evaluation is a powerful tool for improving performance and increasing efficiency in organizations. The aim of this study is to identify the components of balanced human resource evaluation in Iran's public sector. The present research, conducted to identify the components of balanced human resource evaluation in the public sector, employed a qualitative mixed-method research approach. This method allows for an extensive analysis of qualitative data to contribute to a better and deeper understanding of the components of balanced human resource evaluation in the public sector. Using purposive sampling, eleven experts in the relevant field were selected and semi-structured interviews were conducted with them. From these interviews, 67 propositions or indicators were extracted, which, according to the Attride-Stirling (2001) thematic analysis method, were classified into 203 basic themes, 46 organizing themes, and 4 global themes. These themes include environmental-contextual requirements, processual requirements, structural requirements, and outcomes and consequences. The research findings indicate that balanced human resource evaluation in Iran's public sector has not received due attention thus far, and for human resource evaluation and planning, this concept needs to be examined from a new and different perspective. The model developed in this study, utilizing MAXQDA software, is the first integrated model in the field of balanced human resource evaluation in Iran's public sector and can have clear positive impacts on public organizations.
